Maybe for a GUI building software the approach is not the same as for a compiler itself. The logical steps may seem more logical for the people who develop (and already know) it and, if you have to read a long documentation just to make the whole work together and finally realize that a basic aspect of the software is not stable or finished enough for your needs - just a theoretical hypothesis, not related to Gtk or any other - it could be a bit frustrating. Imagine also you want to convince a company to use Ada and that *their* people will succeed to use a GUI building software, it could be hard to do without a perfectly working "out of the CD" demo version. Simply - IHMO - because a non user-friendly, software meant to build user-friendly software can appear suspicious...
