I think I remember when installing 3.11 that it says it's illegal to use the Windows bindings unless you have permission from Microsoft, and I don't seem to find rc.exe, which of course is required to use Windows Resource files. Do the docs suggest people just download the free ObjectAda compiler to get the permissions and the resource capabilities? Did I miss something?
