In the OS/2 world it does. The VisualAge C+ compiler comes with a suit of APIs for launching and managing multi-threaded as well as multi-tasking (well, pseudo multitasking, I suppose) applications. Yeah, it's not part of the language but some venders have taken advantage of OS/2 to make it work well.
