Well, documentation should be developed first, showing the design in a top-down manner whether or not that's how the design was done. And the documentation should be kept current. I assume they had *some* documenation to do the coding. That being the case, it's not as strange as it may sound. The documentation for a project should always be up-to-date and always present the top-down design, since that's the easiest way for somebody new to the project to get up to speed. Every project I finish has documentation that makes the project look like a perfect top-down design, even though I've never managed to really pull that off.
