I don't believe there are any '(reasonably priced)' for 'safety-related applications'. Safety critical compilers will be expensive. Prices I believe run about $30,000 - $60,000. If you friend has web access tell them to check out http://www.acm.org/sigada/vendors/vendors.html, if not, some of the companies to try are Rational, Thomson, Green Hills, and DDC-I.
