Unless the White House was explicitly briefed on the risks involved, I would say the responsibility still rests with the administrators to "just say no". Just to provide some context, someone recently posted that much of the software at Johnson Spaceflight Center (the ground-based stuff?) was being rewritten in C++. Matthew M.
