You have a very high-level-platform view of programming. That is one large segment of the programming universe, but by no means the only one. There are some 10 billion microcontrollers sold each year, and somebody has to write code at the "bit twiddling" level for each of them. And remember that you are posting in an Ada group, a language which was developed in good measure to do such "bit twiddling".
