The Ada-95 RM, chapter 2.1(4,5,8,9) mentions Row 00 of ISO 10646 in many places, but the RM doesn't say what that means. I'd hate to waste $373 to find out that Row 00 is only a cryptic way of referring to a subset of Ada.Characters.Latin_1. What is this mysterious Row 00?
