You can obtain this by sending a request to the Ada Information Clearing House at 800/AdaIC-11 or 703/685-1477. It was primarily written by John Barnes, one of the key team members of the original Ada syntax. IMHO, it does a very good job of explaining all of the new features of Ada 9X (including class-wide programming, which you've seen so hotly debated on this newsgroup).
