Sorry for the mistake.  For some reason I had December, Computer
Languages scribbled on my copy of the paper.  The correct reference
(after a trip to the library to make sure) is "A Modification of
Sale's Algorithm to Accomodate Fortran 77", J.K. Slape and P.J.L. Wallis,
Computer Journal, August 1991.

They modified the algorithm for Fortran 77 during a project to 
build a Fortran 77 to Ada converter.

Again, I apologise for the error.
