Thank you very much for the responses, I didn't know there were so many
Bill Wolfe's out there.  To be more specific, I was referring to one
William Thomas Wolfe, of programming language design(SECCS), Ada,
and founder of comp.sw.components fame (from Purdue and a graduate school
in North or South Carolina) as I recall.
