If you say that you can predict political regulations on this matter, then that automatically removes the issue. Remember that the point was, that 17-aug-2023 refers to an unknown UTC time, because we cannot know future regulations. Now, either we know them, or not. If we know them, then 17-aug-2023 for any given point on the Earth refers to an UTC time. If we don't then 17-aug-2023 is meaningless at the locations of unknown regulations. -- Regards, Dmitry A.
