I just used the search again here:

to search for a page with all of the words "finalize" and "twice" and
this page dropped out:

See RM05 7.6.1, Note 22.

You could also use google groups to search CLA for posts with
"finalize" and "twice" and you'll get other hits.  This subject came up
a lot after Ada95 was released.
