As a simple counterexample, technical people are often the ones who choose to use C or C++ instead of Ada and who leave things like buffer overflows in the code or take other ill-advised shortcuts or fail to properly document the code they write. So it's disingenuous to assume that the Ariane 5 crash could only be the fault of non-technical people. You seem to know more about the Ariane 5 project than what is found in the accident report. It would be kind if you can provide links that would give us more information, aside from the accident report which we already have.
