Ah, we are now in the realm of backwards compatibility. Just like in programming, changing business processes can be extremely difficult and expensive. That isn't to say that it shouldn't be done, but you, as a lowly cog, aren't really in a position to know all the consequences of such changes, or their cost. There are people who make their living doing nothing but organizing such changes, and they earn their keep.
