He was talking about adding that line to his path in Windows not within any IDE. Under XP you can add things to your path (the windows it looks for executables when you are at a command prompt) by going to control panels->System->Advanced->Environment Variables, then edit the path and add the missing item (semi-colons between items). You want to add a path 'like' the one the poster used but probably not the same one. Navigate down your gnat directory structure and add the path that has the gnat1.exe in it. I believe on the GNAT GPL 2006 version your path will be almost identical to his.
